- motion
by Dan M., second by Chris H. to accept minutes of 12/4/06.
Vote –
approved unanimously.
- correspondence
– brief discussion on Northfield HS article concerning a coach
who was arrested. Also, a discussion on the possible impact
of the Catamount
Health Program and its possible impact on schools. VPA will
gather more
Information on this.
- divisional
alignment appeals (note all appeals that met the 12% criteria
were
automatically accepted in soccer, basketball, baseball/softball,
all other sports
were accepted by committee recommendation)

- Motion
by Chris H., second by Dan M., “effective next divisional
alignment cycle
(2009-2010) all activities committees will be responsible
for recommending
divisional alignments utilizing a criteria developed by ASC
and the individual
committee.” Vote – approved unanimously. Note – in addition,
ASC would like
to meet with the various committee chairs over the next year
to begin
discussing this issue.
- Bob
J. gave an ASEP update. VPA/VSADA will be making a decision
by early
Spring as to which coaches education course (NFHS or ASEP)
we will require
for Vermont coaches. There are advantages/disadvantages to
both. Bob J. will
update at March meeting.
- Rice
HS appeal hearings (conducted in Executive Session)
- motion by Mike R., second by Patrick B., to grant Avery
Eckman an
additional year to complete 8 semesters of eligibility. Vote
– Yes – 0, No – 8,
1 – abstention. Appeal denied.
- motion
by Chris H., second by Cynthia H., to grant a 5th year of
eligibility
to Alexandra Carney-Knisely. Vote – Yes – 0, No – 8 Appeal
denied.
Bob J. will notify Rice.
- discussion
on hardship waiver process. Question for Michael – if a school
does not
support an appeal, can a parent continue with the appeal process?
Additional
question – can the VPA By-Laws be tightened to allow the hardship
appeal
requests to stop at the ASC level (Appeals Committee would
still exists). Part
of the issue is that when an appeal goes to the Executive
Committee, the
members may or may not be familiar with the issue being presented.
This puts
them in the position of having to make a decision on something
they may not
be familiar with. ASC would like to discuss this issue with
the Executive
Council to get their feelings. Bob J. will notify Bob S. of
this interest.
- discussion
on Michael Marks memo concerning Act 176. Basically, Michael
feels
that a student enrolled in this program would still need to
be taking one course
at the school and meet the schools and VPA eligibility policies
before they
could participate in a school’s activity. ASC would like to
see this issue
addressed in one of the Green Mountain Principal newsletter.
Bob J. will
take care of this.
- discussion
on when does a student start with a team. This discussion
was the result
of the Burlington HS issue where the school felt a student
was not a part of the
team until the roster had been declared. VPA interpretation
is that it starts on the
first day of practice. ASC agrees that it should be on the
first day of practice. No
further action.
- brief
discussion on “bidding out” state championships. With the
small size of the
state, this is not real feasible in Vermont as there are limited
venues. No
further action.
- discussion
on H29. This bill would allow students in state approved schools
to
participate in a local public schools co-curricular activities
including sports.
Introduced by Representative from Ripton. VPA will monitor
the progress of
the bill. If approved, this could be a major issue for some
schools.
- discussed
VPA’s policy on transferring without a change of residency.
Bob J.
has dealt with a number of request on this issue. Policy is
designed to deal
with the issue of recruitment, however students are now using
it to transfer
from one school to another during a sports season. This is
creating issues.
Can we make it a more restrictive policy. Bob J. will talk
with Michael about
this. Can we implement a mandatory time before a student can
begin with the
the new school (10 days?). Also, can we mandate that disciplinary
action follow
a student from one school to another. The form we use is good
as it requires
the student and parents to list the reasons why they are transferring.
This
issue will be addressed again in March.
- brief
discussion on “pay to play”. Bob J. presented legal opinions
from VT Dept.
Ed. And VT Attorney General (1980’s). These are still the
opinions that are in
force today. VPA strongly discourages pay to play to all its
members. This
should also go in the Green Mountain Principal.
- Bob
J. reviewed Fall 06 financial report. Everything went well
despite the
Weather. Income was up, expenses down. No further action.
