ACTIVITY STANDARDS COMMITTEE
January 20/21, 2005

Minutes:

- Bob Johnson appointed to run meeting as Frank Pecora was ill and there
is no Vice Chair.

- D.G. Weaver moved to accept minutes of 11/5/04. Second, Jack P. motion
approved unanimously.

- Correspondence
- discussion on IAABO letter concerning 3 person officiating and fees.
There seems to be some disagreement within IAABO about how the
letter is to be interpreted. Bob J. was directed to send a letter from the
VPA/ASC outlining the concerns with the process used and stating the
position of the VPA. Also, mention the use of proper channels. No further
action.

- discussion on Enosburg letter (incident with Richford HS). Cynthia H.
gave her update as Principal of Richford HS. No further action.

- discussion on Sunday participation rule. VPA By-laws were changed
several years ago and currently do not prohibit participation on
Sunday’s. This is entirely a local decision. Most schools have policies
that prohibit this. No further action.

- Ray P. updated ASC on the Harwood Track appeal. Appeal hearing scheduled
for January 13, 2005 was postponed at the student’s request. Is rescheduled
for March 9, 2005.

- 2005 – 2007 Alignment Appeals
- Football Appeals – D.G. explained the issues with the VIFL meeting in
November. From the beginning of the meeting, the process was not followed
in terms of the VIFL Alignment Committee as schools began making
Divisional changes from the floor with no prior notice. Dan M. discussed
concerns with the meeting and felt that things were “out of control”. Long
discussion by ASC about their concerns with the process. Also discussion
about whether this process needs to come under more VPA/AD supervision.

Bob J. discussed the action taken by the VPA Football Committee and why
their alignment proposal differed from the VIFL. Bob J. also explained the
options that ASC had. Further discussion on the issues (including the issue
of the “bubble” schools and what has happened to them in the past).

Motion by D.G. Weaver to “send the football realignment proposals back
to the VIFL Alignment Committee for further consideration. The VIFL
Alignment Committee is to forward their recommendations to the VPA
Football Committee for consideration. The VPA Football Committee is to
forward their recommendations to ASC by or before the March 25, 2005
ASC meeting.” Second by Dot B. Vote – Yes – 5, No – 0, Abstentions – 3,
Motion approved.

Motion by Paul Moccia “to direct the VIFL Alignment Committee and
VPA Football Committee to review the Brakely formula (used by football
to determine alignments) and its applications prior to the next alignment
cycle.” Second by Dot B. Vote – unanimously approved. The intent of
motion is to determine whether the Brakely formula is still appropriate,
needs to be revised or needs to be discarded completely.

- Kathi B. presented information from the Ad-hoc Dance Committee. The
Committee does recommend that dance be approved as an “exhibition”
activity for the 2005-2006 school year and that it be evaluated at the end
of the year to determine if it should be presented for “varsity” status.
Discussion. Motion by Dan M. to accept the recommendation of the
Dance Committee to have Dance offered as an “exhibition” activity for
05/06 and to allow the Dance Committee to proceed in developing the
rules and regulations for this activity.” Second by Paul M. Vote – approved
unanimously. Forward to Ex. Council for final approval.

- Bob J. presented the proposed 2005-2006 calendar that had been developed
by the Sports Season Committee. Discussion. Motion by Patrick B. to
accept the proposed calendar. Second by Dan M. Vote – approved
unanimously.

- Bob J. presented an update on the Positive Coaching Alliance Workshops.
Four workshops have been conducted in the Fall and over 250 coaches have
participated. Plans are in the works for two additional workshops in the
South this Spring. No further action.

- Bob J. presented recommendation from the Sportsmanship Committee to
consider developing an intermediary step in the appeals process. Committee
had recommended using the sports specific committee before it cam to ASC.
Discussion. No action taken. ASC is comfortable with the process and could
use sport specific committees as additional resources if needed. Also discussed
the Sportsmanship Photo Contest and Academic Cup. No action taken.

- Bob J. presented issue with D III/IV Soccer scheduling. This issue becomes
difficult once schools start requesting no-play dates. Time factor is important.
Request had been made to have the VPA make decisions when both teams of
a school were playing on the same date. Currently we allow schools to move
dates if both schools agree. No action taken.

- Bob J. explained the issue with Lyndon Institute and the Boys Basketball Team.
They had participated in an illegal scrimmage in Maine. They have been placed
on probation for the remainder of the 2004-2005 season. L.I. did accept the
VPA’s investigative report and sanctions. No further action.

- Ray P. gave a legislative update. One bill to note deals with assaults on officials.
No action taken.

- Brief discussion on developing a uniform sports process. Final conclusion is if
a sports committee is considering major changes to its season/championship
they must notify ASC of this change (excludes considerations due to weather
or other unforeseen circumstances). No further action taken

- ASC adjourned
