OF THE EXECUTIVE COUNCIL SUMMER RETREAT MEETINGS
August 10th & 11th 2005

1. Welcome
and Introductions – by Peter E., President
2. Approval
of Minutes: May 3rd and May 25th
Dick K. moved, Laurie S. seconded. Approved.
3. Reports
• President’s
– Peter gave an update on his activities since we last met.
(meeting with Tech directors, National Leaders, Leadership
Academy),
• NAESP – Dave C. gave an oral report about National Leaders,
Northeast Regional meeting, San Antonio national conference
details, $20 dues increase in NAESP for 2006-07, recruitment
suggestions
• NASSP – Peter E. gave the report due to the open position
of NASSP Coordinator. It included: Region one meeting, Federal
legislation portion on the web page
• NASSP Board – Bruce G. gave an oral report on the May board
meeting.
• NFHS Board – Steve H. passed out a written report.
• Federal Relations – Madeline Y. passed out a written report.
She also talked about the help that Dick T. gave in transition.
Brief discussion of issues that were presented to the legislators.
• Legislative Governance Committee – Dick T. gave an oral
report on the Council on Educational Governance. Quick history
and recent work of council. New RFPs are out and will be due
this month.
• Executive Director’s
- Leadership
Academy – Brief discussion about academy and future plans,
including a memorandum of understanding that is being drafted
that will have us, the Vermont Institutes and the Department
of Education as the governing sponsors from this point forward.
- Steroid
Project – Ray P. and Bob J. described the program developed
by NFHS with our support. The DVD program was viewed and supporting
materials passed around (posters, brochures, etc.)
- Update on Harwood Track – Ray P. gave the final update on
the appeal dealing with the 2004 Division II track championship.
In short, the VPA Appeals Board informed Harwood Union that
they needed more information due to a “gap in the evidence.”
Since Harwood wrote to Ray to say that they would not attend
the ASC meeting or provide additional information, Ray sent
a letter stating that their request to have the championship
vacated would be considered as withdrawn. Subsequently, Harwood
Union is the Division II track champion for the 2003-04 season.
- Upcoming
professional development activities and committee. Ray P.
gave a brief update on events: VPA2, NEASC, HSOM, New Faces,
Dialogue education). We are going to plan two or three workshops
on High Schools on the Move. Peter, Frank and Lynn have agreed
to be on the planning committee.
- Quarterly
reports – It was agreed that we will set up a time table for
periodic reports from officers for the e-newsletter (musings).
As per Dave Cobb’s suggestion, the timeline will be developed
around times when reports are written for other purposes.
- Proposed
shirt policy – Ray P. presented a draft of a proposed policy
to deal with t-shirt sales. Frank S. recommended that it be
broadened for other merchandise. Ray P. will revise and present
a updated draft in the morning.
- Academic
competition ad hoc committee formed- Madeline Y., Judi M.,
Laurie S. and Dave C.
- Vermont
Education Leadership Collaborative – Ray P. gave a brief update
on the activities of the new VELC. Laurie S. will replace
Lou Lafasciano as a principal rep.

of Student Activities
- ASC
Items: Bob J. reported on the following items:
- Student eligibility issues
- Independent affiliate athlete at track meet issue
- Change to allow 20 students on Cheerleading squads
- Spring sports championships updates
- Committee
appointments: Bruce G. moved and Steve H. seconded to approve
committee appointments and to grant Ray P. and Bob J. the
authority to fill vacancies. Approved.
4. Executive
Director Evaluation Template work – The council worked on
revising the NFHS template to make it compatible with the
job responsibilities of the VPA Executive Director. It was
suggested that Ray P. complete the draft and get it out to
EC members for further review and edits.
5. NASSP Coordinator Selection – Frank S. and Joe B. both
expressed an interest via email. Each candidate presented
to the EC and was asked questions. Paper ballot was conducted:
Joe Bowen was elected.

6. Kathy
Buck, President Vermont Council of Special Ed Administrators
(VCSEA). Reported on their annual retreat and she shared items
of interest for both principals and sped directors:
- Changes
in special ed rules: changes in discipline that the feds say
will make it more flexible for schools. Kathy said that they
will work on making the 43 page memo from feds and she is
making a PowerPoint for principals about what they need to
know. She will share with us so we can get it out. Changes
in the discrepancy model for learning disabilities. They are
proposing a new Response to Intervention model. This will
mean regular ed teachers need to use their knowledge and expertise
of using research based models for reading, math and written
language. This RTI model assumes the teachers are expert teachers
and if students don’t respond, then they must be LD. Kathy
is worried that it sounds good on paper, but nobody knows
how to do this. They are going to select two pilot sites in
Vermont to explore how to do this model. Elaine P. has a study
group going on this issue.
- NECAP
Assessment in October: For the first time testing kids in
3-8. If you have 40 students on IEP’s in your school or district
they will be a sub-group. A tool kit is being developed to
help the schools explain sub-group results. Frank S. said
we need a broader voice from DOE and others so we are not
seen as trying to make excuses. Frank S. also recommended
looking at IEP goals success rates and reporting those. (i.e.
9 out of 10 goals being met)
- Laurie
S. invited to monthly meetings of VCSEA Executive Council.
- Conferences:
Fall on advocacy and spring conference with VSA. Marc Hull
scholarship for an aspiring special ed administrator. Dave
C. mentioned the national web pages, etc.
- Major
fall conference with VT-ASCD, VCSEA and VPA: They are aiming
for a major fall conference in fall of 2006.
- Nancy
Thomas will continue to serve on Ed Coalition
- Lynn
C. asked about the ACU placer and SPED accommodations
7. Tracy
Gallo and Bob Stevens, DOE
Bob S.
started off by saying: “We’re from the DOE and we’re to help
you.” He and Tracy then stressed that the DOE is looking for
collaboration between DOE and VPA. Bob S. further stated that
he commissioner is not looking to add regulations. He wants
to collect data through the HSOM visits to do a matrix on
strengths and needs. The DOE will sponsor a fall summit for
HSOM and then next summer work with K-12 to come up with principles
for all grades ala HSOM.
Tracy
and Bob asked folks to jot down on the post its how DOE can
help. Tracy scribed and will send us the notes. Once we receive
them, they will be sent out to EC members for review.
8. Merchandise
Policy – draft policy was revised based on suggestion from
Frank S. to broaden to ‘merchandise sales’ instead of ‘t-shirt
policy.’ Ray P. presented the revised draft for discussion.

9. SQS
– Ray P. passed out the changes that are being proposed at
the State Board of Ed meeting next Tuesday. After a discussion
about World Language and Civics, he asked that people take
a look and get input to him via email.
