Ray started
the discussion by talking about the letter that was sent from
the Vermont Music Educators Association (VMEA) that informed
us that they intend to take over as sole sponsors of the All-State
Music Festivals. Based on our research, VMEA did start the
festival in the early part of the 20th century and then we
came on as supporters or co-sponsors. Based on that, documentation
and advice from Michael Marks, it is clear that it is their
decision to make.
Ray further
stated that although he was sure we could rally the secondary
principals to take a stand to contest their decision, that
ultimately, he and Bob felt that it was in the best interests
of the students to have this be a smooth process and to not
get into a cat fight. There was general support for the recommendation
in further discussion, but concerns were expressed about some
of the “black and white” decisions that are currently made
for the festivals and worries that we would no longer have
any say in the process. There was also a discussion of the
possibility of ironing out the possible differences that led
to VMEA’s decision. Michael said that he agreed with Ray’s
recommendation, but that we had to make it clear that we were
no longer a part, and that the events no longer fell under
our jurisdiction, appeal process or responsibility.
Ray presented
the notion of a discussion in November to consider exploring
other fine arts activities for us to sponsor down the road.
Ray gave one example that he will present to ASC at the next
meeting. If we sponsor any activities in music, he recommends
that we invite VMEA to co-sponsor.
Jay Nichols
made the motion to support the recommendation that we recognize
VMEA as the sole sponsor of the All-State Music Festival with
the door being open in the future if they need our support.
Madeline Young seconded. The motion passed unanimously. Ray
asked Michael to draft a sample letter for him to review.

Peter
opened it up for discussion from council members. Dick Taylor
reminded us about balance issues; and Ray followed up by reminding
the council about the new by-law that requires that the balance
issues be considered.
After
a lengthy discussion about the eight candidates, Debi Price
was appointed to the position. Peter Evans will call Debi
to invite her to be the new member and then Ray will contact
the others.
